Undue Multiplicity: A Forgotten Tool to Combat Abusive Claiming

A very small minority of patent applicants abuse the system by presenting a large number of claims with conflicting definitions or other ambiguities.  Examiners need to use the “undue multiplicity” tool to counter this abuse.

Rethinking the Kunin Memorandum:  A plan of action is the thrust of the attached memorandum, “‘Undue Multiplicity’:  Restoration of a Needed Tool for Examiners.”  Attached to this paper is the “Kunin Memorandum”, the apparent reason for the reluctance of the examining corps to use this useful procedural tool.
